ISSF DECISIONS, SANCTIONS and APPEALS

ISSF Executive Committee Decision Making Process

In preparation for the Executive Committee Decision making process, among other rights of natural justice, the Shooter and his/her member federation are given the opportunity to produce any evidence that may assist their case, and can choose whether to have an oral or written hearing (See articles 5.9.2 -5.9.6).

 

Typically, the hearings are documentary in order to simplify the process, and avoid unnecessary expenditures and costs.

 

Once all the documentation has been submitted to the ISSF Executive Committee by the Shooter and his Member Federation on the one side, and by the ISSF Commission of Inquiry on the other, the ISSF Executive Committee shall hold a (documentary) hearing to decide on the matter. 

 

Once the Executive Committee makes its decision, it will provide a written and reasoned decision to the athlete and his/her member federation, to the ISSF Commission of Inquiry and to WADA.

Sanctions

In accordance with ISSF Anti-Doping Rules and the Code, the mandatory sanction for a first anti-doping rule violation is 2 years ineligibility.

 

This 2 year sanction may be eliminated or reduced based on athlete’s (or other person’s) degree of fault, the substance involved, and/or application of the no fault and no significant provisions of article 5.11 of the ISSF Anti-Doping Rules.

 

There are also other circumstances that warrant a reduction or an increase of the 2 year mandatory sanction. We refer you specifically to article 5.11 of the ISSF Anti-Doping Rules to familiarize yourself with the applicable sanctions.

Appeals

We refer you specifically to article 5.14 of the ISSF Anti-Doping Rules.

 

The shooter and/or his/her member federation have 21 days to appeal the decision of the ISSF Executive Committee to CAS.

 

It is desirable that all Shooters also familiarize themselves with their national level appeal process as it may differ from the ISSF’s appeal process.
