ISSF Integrity Unit

As part of the manifesto promises of ISSF President Luciano Rossi, in August 2025 the ISSF Integrity Unit was inaugurated.

 

The ISSF Integrity Unit has been set up to establish clear integrity standards in shooting sports globally and to have an operationally independent unit responsible for safeguarding the integrity of shooting sports and competitions.  It has been established so that ISSF stakeholders can have confidence that integrity, ethics and safeguarding issues will be addressed expertly and independently.

 

The Unit is governed by the rules set out in the ISSF Integrity Code.  The Unit is responsible for dealing with all ethical and integrity-related matters in shooting sports including safe sport and safeguarding, good governance and transparency, anti-corruption, competition manipulation and anti-doping (in partnership with the International Testing Agency).  It protects the integrity of shooting sport by operating and independent reporting hotline, assessing complaints, and investigating and sanctioning (where appropriate) wrongdoing in the context of ISSF events and competitions.

 

The Unit is comprised of 4 organs as set out below.

 

  1. ISSF Integrity, Ethics and Safeguarding Council: 

 

The role of the Council is to oversee the smooth and efficient operation of the Unit, to approve budgets, and to appoint the ISSF Integrity Officer, Investigatory Body and Adjudicatory Body.

 

  1. ISSF Integrity Officer

 

The role of the Integrity Officer is to operate the various reporting channels of the Unit and to manage, administer and triage complaints that are reported via official ISSF channels.

 

  1. ISSF Investigatory Body

 

The Investigatory Body is an ad hoc body formed when an investigation under the Code is required.  The Body can be an individual, group of individuals or a company or firm, depending on the requirements of the case.

 

  1. ISSF Adjudicatory Body

 

The Adjudicatory Body is comprised of 5 individuals who, on a case-by-case basis select three members to form a Panel to decide on sanctions for any case that is subject to a report by the Investigatory Body.

ISSF Integrity Hotline

ISSF has established an integrity partnership with Quest Global Ltd to ensure the highest level of independent scrutiny of integrity, governance and ethics concerns in shooting sport. 

Anyone in the ISSF community can report an alleged violation of the ISSF Integrity Code, Constitution, Safeguarding Policy or other regulatory documents.

All matters will be treated confidentially and seriously by our independent experts.
