The International Shooting Sport Federation (ISSF) is at the 81st General Assembly and Congress of the International Military Sports Council (CISM), which is being held in Monte Carlo, Monaco, from 4 to 7 May 2026

Representing the ISSF at the occasion is Walter Borghino, ISSF President’s Ambassador, who is attending meetings with authorities and participating delegations, conveying greetings from ISSF President Luciano Rossi and the international shooting sport community.

The event, hosted by the Monaco delegation to CISM under the patronage of Albert II, Prince of Monaco, gathers representatives from more than 80 countries across all continents, alongside institutional and sporting partners connected through the CISM motto: “Friendship through sport.”
The participation of the ISSF in Monaco follows the Memorandum of Understanding signed between ISSF and CISM in 2025, aimed at strengthening cooperation and further promoting shooting sport within the military environment.

During the Assembly proceedings, Colonel Borghino addressed the delegations, reaffirming the ISSF’s commitment to the partnership and encouraging member nations to continue investing in military shooting sport events and development initiatives.

“We believe in this collaboration. We believe in military sport. And we believe in what we can achieve together,” Colonel Borghino said during his speech.

He also highlighted the importance of maintaining strong international competition structures despite current logistical and financial challenges faced by organisers.

“I encourage all member nations to consider organizing shooting events, at both continental and world level. Because without organizers, there are no competitions — and without competitions, there is no development.”
In his address, Colonel Borghino underlined the long-standing relationship between shooting sport and the military sporting world, while reinforcing the ISSF’s willingness to provide practical support and expertise for future initiatives.

The ISSF also reiterated its commitment to collaborative projects linked to education, women’s participation and Para shooting development within the military sport framework.

The presence of the ISSF at the CISM General Assembly once again reflected the Federation’s commitment to strengthening partnerships across the wider sporting community and contributing to the global development of shooting sport.
